I'm not clear on what you mean. Either you mean you deleted the shortcut icon or you deleted the program.

However if you just deleted the icon that would be in the bin. So seeing it isn't you must have deleted it. But you can only do that by one of two ways. Either by the Add %26amp; Remove in the control Panel or by the delete icon in the program. Neither go via the bin.

So you will have to download another copy from Microsoft's home site and reinstall it and use your original authorisation key to activate it.
If your operating system is on your C drive copy this link:

C:\WINDOWS\system32\

and paste it into the address bar after clicking on your my computer link. (If you use a different drive letter, replace ';c'; with that letter)

Look for your paint program (you can start typing ';mspaint'; and it should bring you to it.)

Right click and either choose pin to start menu or send to desktop to create your shortcut.
Just check to see if you have deleted the program, or if you have just deleted the short cut. To do this open the run command.

Start button then run

And type in mspaint, if this works then you have just deleted the short cut, however if it doesn't work you need to reinstall it.
The program is mspaint.exe and is located in the system32 folder in the windows directory. Locate the file, right click on it and do a send to desktop. That will create an icon for it
go to your search and type in microsoft paint and see if the folder is still there and right click and send to start menue
do a system restore, you can get to it through the control panel and restore it to an earlier date
If you have your system restore cd, insert it and follow directions to install the component
